Yes. Both new and existing concrete are suitable bases. New concrete must cure for at least 28 days, and old concrete must be free from movement cracks.

Yes, provided the base is strong (concrete, asphalt, or no-fines concrete). It is best suited to straight driveways with minimal turning. Always allow at least 72 hours for curing.
